Baltimore Officials to Review Key Housing Foreclosure and Safety Legislation Today

City Hall Sessions Focus on Vacant Property Strategy
Today, Tuesday, February 24, 2026, the Baltimore City Council is scheduled to convene a significant hearing in the Clarence “Du” Burns Council Chamber to address long-standing issues surrounding the city's housing stock. The primary focus of the 5:15 p.m. session involves two major pieces of legislation aimed at reducing the number of blighted properties and ensuring the safety of the city's rental market.
The first item on the agenda, Bill 25-0080, titled "In Rem Foreclosure – Vacant Structures and Nuisance Properties," represents the latest effort by city leaders to streamline the acquisition of abandoned buildings. This legislative tool allows the city to fast-track the foreclosure process on properties that are significantly delinquent on taxes and have been declared public nuisances. By expanding the city's ability to use In Rem foreclosure, officials hope to move these properties into the hands of responsible developers more quickly, ultimately reducing the high concentration of "vacants" that continue to impact local neighborhoods.
Rental Safety and Enforcement Standards
Following the discussion on foreclosures, the session will shift to Bill 25-0141, which addresses "Rental Dwelling Health and Safety Enforcement." This legislation is expected to tighten regulations regarding how the city monitors and penalizes landlords who fail to meet basic health and safety standards. The bill proposes more rigorous inspection schedules and enhanced enforcement mechanisms to protect tenants from hazardous living conditions, such as lead paint exposure, structural instability, and lack of essential utilities. Advocates for housing justice have highlighted this session as a critical moment for holding negligent property owners accountable.
Education and Budget Engagement Activities
In addition to the activities at City Hall, other branches of the city government are holding important sessions today:
- School Board Operations: The Baltimore City Board of School Commissioners will hold a virtual Operations Committee meeting at 10:30 a.m. to discuss the management of district facilities and ongoing infrastructure projects.
- Budget Engagement: From 3:30 p.m. to 5:30 p.m., the district will host a Multilingual Families Budget Engagement Session. This session is designed to provide families with a platform to influence the 2026-2027 fiscal year budget, specifically focusing on resources for English for Speakers of Other Languages (ESOL) programs.
- Leadership Workshop: At 5:30 p.m., the second part of the "Family University: Leadership and Advocacy Workshop" will take place at Bay Brook Elementary/Middle School, focusing on community-led advocacy for local school improvements.
Residents interested in following the legislative proceedings at City Hall can attend in person on the fourth floor or view the sessions live via the city’s municipal cable channel, CharmTV.
