A new one-stop location for vehicle services and public benefits

Baltimore residents can now access public benefits assistance inside the city’s Motor Vehicle Administration (MVA) branch at 5425 Reisterstown Road, where a Baltimore City Department of Social Services (BCDSS) office has opened as an on-site, walk-in service. The co-located office is designed to let customers handle multiple government needs during a single trip, combining motor vehicle-related transactions with help applying for, renewing, and managing economic assistance benefits.

The new BCDSS presence is staffed Monday through Friday during regular MVA operating hours, and it does not require an appointment. Customers can seek support for programs including the Supplemental Nutrition Assistance Program (SNAP), Temporary Cash Assistance, and Medical Assistance. Services available on site include submitting new applications, checking the status of a recent application, updating existing cases, completing renewals, and connecting to additional support services.

Why timing matters: SNAP work requirements and potential benefit disruption

The rollout comes as changes to SNAP work requirements are expected to place additional recipients at risk of losing benefits starting in March 2026 if they do not meet new eligibility conditions. Under the updated requirements, certain individuals must work or participate in a qualifying work program for at least 20 hours per week to maintain benefits.

BCDSS officials have identified several categories of residents newly subject to the requirement, including people experiencing housing instability, some young adults who formerly were in foster care and are under age 24, and veterans. March 2026 is expected to be the first month in which affected groups could lose benefits for noncompliance, with additional impacts possible on a rolling basis.

Building on an existing multi-agency model

The Reisterstown Road branch already functions as a multi-agency service hub. In addition to MVA transactions, the site provides access to birth and death certificate processing. The addition of a permanent BCDSS office expands the range of services available in one location, reflecting a broader shift toward co-locating public-facing functions to reduce repeat trips, long waits, and transportation barriers.

“For many customers, transportation and time can be real barriers. By co-locating services, we reduce those barriers and make it easy,” MVA leadership said at the opening.

City and state officials described the change as a customer-service initiative intended to streamline access, particularly for residents in Northwest Baltimore who may face added hurdles reaching multiple offices across the city. Walk-in service is available at the MVA branch throughout the workweek.
