City Notice: Council Session and Public Service Updates for February 23

Baltimore City Council Regular Session
The Baltimore City Council is scheduled to convene for its regular meeting today, Monday, February 23, 2026. The session will begin at 5:00 PM and is held in the Du Burns Council Chamber, located on the 4th floor of City Hall. This meeting is open to the public, though residents may also participate virtually via the city’s official Webex platform using the public access credentials provided in the legislative calendar. Recent legislative focus has remained on the Safe Spaces and Communities bill and various zoning adjustments. Residents interested in providing testimony or viewing the proceedings live can also tune in through CharmTV.
Winter Weather Service Adjustments and Closures
Due to the ongoing winter weather event affecting the region, the Circuit Court for Baltimore City has announced a full closure for today, Monday, February 23, 2026. All scheduled hearings are being postponed, and all witnesses and jurors are officially excused from their duties for the day. While the court is closed, essential city operations continue under modified status. Residents are urged to use caution as snow and ice may remain on sidewalks and side streets. Baltimore City Public Schools have transitioned to virtual learning for the day to ensure the safety of students and staff during the recovery from recent inclement weather.
Health Advisory: Increase in Mumps Cases
The Baltimore City Health Department, in coordination with the Maryland Department of Health, has issued an advisory following an uptick in mumps cases across the metropolitan area. As of late February, 26 cases have been confirmed or designated as probable within the state for the 2026 calendar year. Health officials are reminding the public that the most effective protection is the Measles, Mumps, and Rubella (MMR) vaccine. Symptoms typically include fever and parotitis—a painful swelling of the salivary glands. While the overall risk remains low due to high local vaccination rates, residents who develop symptoms are encouraged to contact their healthcare provider immediately and avoid contact with others to prevent further transmission.
Department of Public Works: Street Sweeping Suspension
The Department of Public Works (DPW) has confirmed that mechanical street sweeping remains suspended across the city. This disruption is a direct result of the freezing temperatures and the presence of ice and snow along curb lines, which make the operation of sweeping equipment unsafe and ineffective. Service will resume once weather conditions improve and the city’s roadways are clear of winter debris. Residents are not required to move their vehicles for sweeping until further notice. Trash and recycling collections currently remain on their normal schedule, though residents are asked to ensure that bins are accessible and clear of snow for collection crews.
