Winter Weather Advisory: Extreme Cold and Alley Clearing Operations
The City of Baltimore continues to manage the aftermath of recent severe winter weather. Although the formal Code Blue Extreme Cold Alert issued by the Health Commissioner was most recently extended through early February 3, officials have confirmed that all emergency shelters will remain open and operational through Saturday, February 7. Residents are urged to use caution as single-digit wind chills persist during the evening hours. Mayor Brandon M. Scott has requested that citizens check on elderly neighbors and vulnerable residents during this period of prolonged cold.
The Department of Public Works (DPW) is currently conducting a dedicated citywide alley clearing operation to address significant ice accumulation, which has reached thicknesses of two to three inches in some residential areas. Specialized heavy equipment, including bobcats and front-end loaders, is being deployed daily from 7:00 a.m. to 7:00 p.m. Crews are working through quadrants to restore access for trash and recycling collection. Residents should note that while clearing is underway, regular alley-based collections may still experience delays, and the modified collection approach implemented last week remains in effect until further notice.

The Baltimore City Council and associated boards have several public sessions scheduled for today, Wednesday, February 4. These meetings provide opportunities for oversight and legislative updates on key city functions:
- Board of Estimates: The board will meet at 9:00 a.m. in the Hyman Pressman Board Room at City Hall. The meeting will also be broadcast live on CharmTV.
- Public Health & Environment Committee: A committee hearing is scheduled for 10:00 AM to discuss legislative oversight regarding Psychiatric Rehabilitation Programs (PRPs) in Baltimore City.
- Charter Review Special Committee: This committee will convene at 4:00 PM for a session focused on ongoing reviews of the City Charter.
Public Safety Notice: Citywide Traffic Team Enforcement
The Baltimore Police Department (BPD) reminds residents that the new Citywide Traffic Team (CTT) is fully operational. Launched in mid-January, the team is focused on reducing traffic-related fatalities through data-driven enforcement. Current operations are targeting high-risk behaviors such as speeding, distracted driving, and reckless driving in school zones. Additionally, the team is continuing its initiative to identify and cite Maryland residents improperly using out-of-state license plates. Since the team’s inception, officers have initiated hundreds of traffic stops to improve road safety across all city neighborhoods.
