A security guard involved in a widely circulated September 2025 altercation outside Cross Street Public House in Baltimore’s Federal Hill neighborhood has pleaded guilty, bringing one phase of the criminal case to a close while related civil litigation remains active.
The incident occurred on Sept. 27, 2025, on East Cross Street, a corridor known for nightlife and high weekend foot traffic. A cellphone video posted online that weekend showed a large man in black clothing placing another man in a chokehold on the sidewalk during an argument. The person in the hold is seen tapping repeatedly while bystanders shout for the chokehold to stop. The video also shows the restrained man’s head driven into the window of a parked vehicle, shattering the glass, before the hold is released and the confrontation ends.
Criminal case: arrest, charges and plea
Baltimore police opened an investigation after the video spread online. Authorities later identified the security guard as 41-year-old Kevin Weaver. Weaver turned himself in on Oct. 1, 2025, and was booked on assault-related charges tied to the incident. Court proceedings in early October included a judicial decision to hold him without bail at that stage of the case.
In late October 2025, a grand jury returned an indictment charging Weaver with first- and second-degree assault. The guilty plea announced later resolves at least part of the criminal prosecution; publicly reported court filings and hearing summaries indicate the case moved from charging and pretrial proceedings into a plea disposition rather than a jury trial.
Victim identified; lawsuit alleges traumatic brain injury
The man seen in the video was later publicly identified by attorneys as Cameron Barnes. In a civil complaint filed after the incident, Barnes alleged he suffered traumatic brain injuries and ongoing medical and emotional harm. The lawsuit named Weaver and also sought damages from a second security guard described as present during the incident, as well as Cross Street Public House and Ace Event Services Group, a security contractor connected to the venue on the night in question.
Business and contracting questions remain central
Cross Street Public House has stated that Weaver was not employed by the bar and that security services that evening were provided by a contracted company. The venue also said it parted ways with the security contractor following the incident. Questions about hiring, supervision, and the scope of authority for contracted security personnel are expected to remain key issues in the ongoing civil case.
