Hazardous Conditions and Construction Delays Impact Baltimore Commute

Baltimore commuters are navigating a complex travel morning this Tuesday, February 3, 2026. Following the significant winter storm that impacted the region last week, residual ice remains a primary concern on secondary roads and sidewalks, while major arterial projects continue to restrict traffic flow on the Beltway and I-95.

I-695 and I-95 Construction Zones

Two major infrastructure projects are active today, requiring extra travel time for those using the southwestern and northern sections of the Baltimore Beltway:

  • Pikesville to Towson: The State Highway Administration (SHA) is proceeding with the next phase of the I-695 TSMO project. Motorists should expect intermittent daytime lane closures as crews relocate concrete traffic barriers between Pikesville and Towson.
  • I-95/I-695 Southwest Interchange (Arbutus): The 10-bridge rehabilitation project remains active in the Arbutus area. While triple-lane closures are primarily scheduled for overnight hours between 7:00 PM and 5:00 AM, daytime shifts and barrier placements may still impact ramp access. Commuters should pay close attention at the ramp from southbound I-95 to eastbound I-695, as well as on Sulphur Spring Road.

Public Transit and MARC Alerts

The Maryland Transit Administration (MTA) has issued several service alerts for Tuesday travelers as they continue to manage the aftermath of recent inclement weather:

  • MARC Penn Line: Train 454 experienced a departure delay earlier this morning. Passengers are encouraged to monitor real-time tracking for any knock-on effects for inbound Penn Station service.
  • Commuter Bus Service: Several routes are operating under service alerts today, including Route 410 (Churchville to Baltimore) and Route 305 (Columbia/Silver Spring).
  • Winter Safety: All rail and bus passengers are advised to exercise extreme caution on platforms and at bus stops, as frigid temperatures near 22°F have kept icy patches from melting.

Local Road Hazards and Port Updates

While primary highways are mostly clear, smaller side streets in Baltimore County and City remain slick. Several Maryland school districts implemented delayed starts this morning to allow buses and families more time to navigate these icy conditions. Additionally, freight operators should note that the Seagirt Marine Terminal has extended its main gate hours until 5:30 PM today to help manage cargo flow, though reefer transactions will conclude at 4:00 PM.
