Official City Notice: Winter Recovery Updates and Public Health Advisories

City Notice: Post-Storm Service Updates and Public Advisories
As the City of Baltimore continues to manage recovery efforts following the severe winter weather and ice accumulation from earlier this month, the following official notices and public service announcements are active for Tuesday, February 10, 2026. Residents are urged to review these updates regarding sanitation services, public health, and transportation.
Department of Public Works: Ongoing Alley Clearing and Collection
The Baltimore City Department of Public Works (DPW) is currently executing a citywide alley clearing operation to address ice layers measuring up to three inches thick in residential areas. Specialized heavy equipment, including bobcats and front-end loaders, is deployed across four city quadrants to restore safe access for residents and service vehicles.
- Modified Collection Placement: Due to hazardous ice conditions in many alleys, residents are instructed to place trash and recycling materials at the front of their residence or at the side of the alley nearest the street. This temporary modification remains in effect until alleys are cleared.
- Service Schedule: Trash and recycling collection will follow the regular Tuesday schedule; however, crews will only collect items placed in the modified locations described above.
- Street Sweeping: Mechanical street sweeping services remain suspended citywide due to freezing temperatures and ongoing ice remediation efforts.
- Reporting: Missed collections should be reported directly to 311. Crews are working daily from 7:00 a.m. to 7:00 p.m. to address the backlog.
Public Health Advisory: Patapsco River Contact Warning
A regional health advisory has been issued following a significant sanitary sewer overflow affecting the Patapsco River. While the initial event occurred in the Linthicum area, the advisory extends to downstream portions of the river bordering Baltimore City.
- Direct Contact Warning: The Department of Health advises the public to avoid all recreational contact with river water, including fishing and boating, through February 16, 2026.
- Safety Protocol: Any individual who comes into contact with affected water is instructed to wash immediately with soap and warm water and to launder any exposed clothing.
Traffic Alert: I-895 Baltimore Harbor Tunnel Maintenance
The Maryland Transportation Authority (MDTA) has announced continued overnight lane closures for the Baltimore Harbor Tunnel. Maintenance crews are performing essential repairs and ice-related infrastructure inspections.
- Closure Details: Motorists should expect single-lane closures on I-895 from 10:00 p.m. to 5:00 a.m. nightly through Thursday, February 12.
- Alternative Routes: Drivers are encouraged to utilize the I-95 Fort McHenry Tunnel or the I-695 Key Bridge during these hours to avoid significant delays.
City Council Legislative Update: Safe Spaces and Communities
Following the formal introduction of the "Safe Spaces and Communities" legislation in the City Council on Monday evening, the bill has been referred to the relevant committee for public hearing. This measure aims to limit the use of city resources, personnel, and funds in coordination with federal immigration enforcement actions at city-owned facilities, including libraries and public schools.
