Public Safety and Service Update: Code Blue Alert and Alley Maintenance Operations

Health Advisory: Code Blue Extreme Cold Alert Extended
The Baltimore City Health Department has issued a Code Blue Extreme Cold Alert, which remains in effect through Monday, February 9, 2026. Health Commissioner Dr. Michelle Taylor declared the alert in response to dangerous subzero wind chills and freezing temperatures forecasted to impact the region. During this period, the risk of hypothermia and frostbite is significantly elevated, particularly for vulnerable populations and those with prolonged exposure to the elements.
Residents are encouraged to check on elderly neighbors and ensure pets are brought indoors. The city’s emergency shelters have expanded their capacity and outreach efforts to assist individuals experiencing homelessness. If you encounter someone in need of cold-weather assistance or shelter, please contact 311 to report the location and coordinate aid. Protective measures, such as wearing multiple layers of clothing and limiting time outdoors, are strongly advised until the alert is lifted.
Department of Public Works: Alley Clearing and Trash Collection
The Baltimore City Department of Public Works (DPW) continues its 24-hour citywide alley clearing operation following the recent severe winter storm. While primary and secondary roads have been addressed, crews are currently using heavy equipment to clear snow and ice from more than 300 alleys to restore regular sanitation services. DPW officials note that this is a temporary, city-supported initiative intended to ensure the safety of sanitation crews and the accessibility of collection points.
Residents are advised of the following service updates:
- Alley-based trash and recycling collections are being restored on a rolling basis as clearing progresses.
- If your alley remains impassable, please place waste containers at the nearest street-level curb to facilitate pickup.
- Street sweeping operations remain suspended across the city until further notice to allow equipment to be diverted to snow removal.
- Residents can track the progress of clearing efforts through the Baltimore City Snow Center portal.
School Notices: 2026 Climate Survey and Counseling Week
Baltimore County Public Schools (BCPS) has officially launched the 2026 Climate Survey, which is open to students, parents, staff, and community members from now through March 6, 2026. The feedback gathered will be used to assess school safety, engagement, and the overall educational environment to inform future policy decisions. Additionally, the city is observing National School Counseling Week from February 2 through February 6, recognizing the vital role school counselors play in supporting student success and mental health.
