What is known about the January 20 officer-involved shooting scene in East Baltimore

Scene response and locations

Police activity in East Baltimore drew attention after a fatal officer-involved shooting on Tuesday, Jan. 20, 2026. Investigators identified two nearby locations as central to the case: the 6800 block of Bank Street, where officers were initially dispatched, and the 6500 block of Eastern Avenue, where the shooting occurred near the Interstate 95 area.

Authorities said officers were responding at about 9:14 p.m. to a 911 call reporting that a person was being threatened with a gun in the 6800 block of Bank Street. The caller provided a detailed description and reported the person left the area on a white bicycle.

What investigators say happened

Officials said officers then saw a man on a white bicycle in the 6500 block of Eastern Avenue whose clothing matched the description. As officers attempted to detain him, an early review of body-worn camera footage indicated the man discharged a handgun.

Multiple officers fired, striking the man. Police said officers provided emergency medical aid until emergency medical services arrived, and the man was pronounced dead at the scene. A handgun was recovered near him. No officers were injured.

Identity and subsequent disclosure

The man killed was identified as Jamarl Muse, 40, of Baltimore. Police later released additional details describing the incident as following a separate disturbance and stating that Muse was encountered on a bicycle shortly before the struggle that preceded the gunfire.

The case is being reviewed under Maryland’s process for investigating police-involved fatalities, which assigns the investigation to the state’s independent unit within the Office of the Attorney General.

Oversight and next steps

The investigation is being handled by the Independent Investigations Division (IID) of the Maryland Office of the Attorney General, which is required by state law to investigate all police-involved fatalities in Maryland. The IID said the officers at the scene were equipped with body-worn cameras and that video is to be released under applicable policies.

As the investigation proceeds, the case is expected to focus on the sequence of events leading up to the attempted detention, the firearm discharge captured on camera review, and the actions taken immediately afterward, including medical aid. The IID has asked members of the public with information, including phone video or private surveillance footage, to come forward.
